Federal District Court in Ohio Strikes Down Ban on Paying Petition Signature Gatherers on a Per Signature Basis

I have uploaded the opinion in Citizens for Tax Reform v. Deters here. Given the emerging conflict on this issue, I believe the Supreme Court will ultimately decide the question.
