"Bush to Tie Line-Item Veto to Political Reforms"

Office of Management and Budget Director Joshua Bolten told the newspaper: "You can' be absolutely certain what would happen if and when a provision like this got to the Supreme Court, but our lawyers have a high degree of confidence that a line-tem veto can be constructed in a way that would pass the constitutional test."
